The new International Shooting Sport Federation rules, covering the  period 01 January 2013 to 31 Dec 2016, have been published on the ISSF website here.

Key points for small bore shooters interested in disciplines governed  by ISSF rules (in the main, Air Rifle and Pistol, 3P and 60 shot  prone .22 rifle) are significant competition timing changes (rule 7.9  & 8.11) and particularly final format changes (rule 6.17.2), but there  are also changes that affect equipment, including prone and 3P rifle  butt hook parameters (rule 7.4.5.1), shooting boot soles (rule  7.5.3.6) and trouser pads (rule 7.5.5.3/4) and horizontal seams on  jackets used for standing (rule 7.4.5.1). These notes are not comprehensive, but please do check before you enter or buy, to avoid  disappointment!

That said, the NSRA has decided that the British Airgun Championships  in February 2013 will be run in accordance with the 2009-12 ISSF  Rules, i.e. to the same rules as applied for the 2012 Championships. 
This point will also be made clear on the entry form for the  Championships, which will be available in November.
